Mr. John L. Barthelemy, Jr.  represents the 1st Congressional district and was appointed to the Board by Governor John Bel Edwards on April 28, 2017. His term of service will expire on December 31, 2022. Mr. Barthelemy is a retired educator, having served in various capacities in the K-12 School System in Plaquemines Parish including as Superintendent, Supervisor of Instruction and as Principal of Phoenix High School. He is currently the Chairman of the Plaquemines Parish City Council and has served on the council since 1998. He is a life member of the Southern University Alumni Federation and the Pointe-a-la-Hache Volunteer Fireman's Association. He has earned a Bachelor's degree and Master's degree plus 30 hours in Education from Southern University-Baton Rouge.
